Above ₹50,000, an e-way bill is mandatory for inter-state movement of goods under CGST rules, with narrow exceptions for specific exempt goods. Validity runs from generation time, at one day for every 200 km (20 km for ODC) — extendable by the transporter shortly before or after expiry, with a reason, on the portal.

What an e-way bill is for

An e-way bill is an electronic permit for moving goods worth more than the threshold — it exists so tax authorities can track goods in transit and match them against the invoice that was raised. It's generated once, before the goods start moving, and travels with the consignment either as a printout or on the driver's phone.

A few categories are exempt regardless of value: goods moved by non-motorised transport, a short list of specified goods (LPG for household use, kerosene under the PDS, jewellery, currency, and used personal effects among them), and goods that never attract GST in the first place. When in doubt for an unusual shipment, check the exemption list on the official portal rather than assuming.

Frequently asked questions

What happens if I move goods without a required e-way bill?

It's treated as a contravention under GST — goods and the vehicle can be detained, and a penalty applies (typically the tax sought to be evaded, or a fixed amount, whichever the officer determines under Section 129). It's meant to be generated before the movement starts, not after.

Can I generate an e-way bill for goods below ₹50,000?

You can generate one voluntarily even below the threshold — some businesses do this for consistent recordkeeping, or because a buyer/transporter asks for one. It's only mandatory above the threshold, or for a short list of notified exceptions.

Who is responsible for generating the e-way bill — the buyer or the seller?

Whichever registered person causes the movement of goods — usually the supplier for an outward supply, or the recipient for an inward one if they've arranged the transport themselves. If neither is registered, the transporter can generate it.

Can I extend an e-way bill that's about to expire?

Yes — the transporter can extend validity within a window of 8 hours before or after expiry, from the portal, by entering the reason (like a transit delay or vehicle breakdown) and, if relevant, updated vehicle details.
