UPI MDR & GST
Standard merchant (retail, e-commerce, services, B2B, etc.) · www.indianbusinesstools.com
Where the ₹40.00 MDR goes: Customer's bank ₹16.00 · Merchant's acquiring bank ₹12.00 · UPI app ₹8.00 · Sponsor bank ₹4.00. The ₹7.20 GST goes to the government.
UPI MDR start deferred to after Diwali, date not yet notified.
The 0.4% rate came from NPCI's 15 September circular, which set 15 October as the start. As reported on 13 October by The Hindu, Mint, The Economic Times, CNBC-TV18 and BusinessLine, NPCI's steering committee has deferred the charge to immediately after Diwali, on a date to be notified. We have not seen the NPCI statement itself, and no new day has been announced, so do not treat 15 October, or any other single day, as the start. The rate, the ₹2,000 threshold, the ₹300 cap and the 18% GST on the fee shown below are unchanged. The Supreme Court has not stayed the rollout (next hearing 2 November). What's actually changing.
UPI MDR at a glance, once it starts
For a standard merchant: 0.4% on each UPI payment above ₹2,000, capped at ₹300, plus 18% GST on that fee. Payments of ₹2,000 or less, and all person-to-person transfers, stay free.
| Payment | MDR | GST on MDR | Merchant pays |
|---|---|---|---|
| ₹2,000.00 | Free | ₹0.00 | ₹0.00 |
| ₹2,001.00 | ₹8.00 | ₹1.44 | ₹9.44 |
| ₹5,000.00 | ₹20.00 | ₹3.60 | ₹23.60 |
| ₹10,000.00 | ₹40.00 | ₹7.20 | ₹47.20 |
| ₹50,000.00 | ₹200.00 | ₹36.00 | ₹236.00 |
| ₹75,000.00 | ₹300.00 | ₹54.00 | ₹354.00 |
| ₹2,00,000.00 | ₹300.00 | ₹54.00 | ₹354.00 |
Of the 0.4% MDR, 40% goes to the customer's bank, 30% goes to the merchant's acquiring bank, 20% goes to the UPI app, 10% goes to the sponsor bank, as reported from NPCI's circular.
This is provisional, not a final notification
The 0.4% MDR structure itself is confirmed via NPCI's 15 September 2026 circular, set to start on 15 October 2026 and since deferred to after Diwali, date to be notified. The 18% GST and input tax credit treatment calculated here is based on CBIC official statements reported in the press, not yet a standalone GST Council notification as of this writing. The 57th GST Council met on 8 October 2026, and the Finance Minister said it did not discuss MDR. Check your bank's own notice before relying on it for a filing decision.
How this is worked out
Enter what the customer actually pays. If it's a P2P transfer, or ₹2,000 or below, or you're a small P2PM merchant under ₹1 lakh a month, there's no MDR at all. Otherwise, the calculator applies your merchant category's rate — 0.4% for a standard merchant (capped at ₹300), a flat ₹5 for railways/telecom/insurance/fuel, or 0.02% for capital markets (also capped at ₹300) — then adds 18% GST on that MDR amount, not on the payment itself. What's left after both deductions is what actually lands in the merchant's bank account.
The input tax credit line only applies if the merchant is GST-registered and making taxable outward supplies — an unregistered merchant, one on the Composition Scheme, or one dealing in exempt supplies pays the same GST but has no mechanism to claim it back, so it becomes a flat cost instead of a recoverable one.
Worked example
A ₹10,000 UPI payment to a standard, GST-registered merchant: MDR is 0.4% × ₹10,000 = ₹40, GST on that is 18% × ₹40 = ₹7.20, so ₹47.20 is deducted from settlement and the merchant receives ₹9,952.80. Since the merchant is GST-registered and makes taxable supplies, the ₹7.20 is claimable as input tax credit — an unregistered merchant would keep the same ₹9,952.80 net settlement but couldn't claim that ₹7.20 back.

Frequently asked questions
How much will UPI cost me per month once it starts?
For a standard merchant, about 0.472% of each UPI payment above ₹2,000: 0.4% MDR plus 18% GST on that fee, with the MDR capped at ₹300 a payment. 200 payments of ₹10,000 a month cost ₹47.20 each, or ₹9,440 a month. Payments of ₹2,000 or less cost nothing. Enter your typical payment and how many you get a month above to see your own figure.
Who gets the 0.4% MDR?
As reported from NPCI's circular, the MDR is split 40% to the customer's bank, 30% to the merchant's acquiring bank, 20% to the UPI app and 10% to the sponsor bank. On a ₹10,000 payment, that's ₹16, ₹12, ₹8 and ₹4 of the ₹40 MDR. The ₹7.20 GST on the fee goes to the government.
Does the customer pay any of this?
No — the MDR and the GST on it are both charged to the merchant, deducted from what the bank settles into their account. The customer pays exactly the listed price, and merchants aren't permitted to pass this charge on separately.
Why does the small P2PM merchant option ask for my monthly total, not just this payment?
The ₹1 lakh/month exemption is tested on your total UPI QR receipts for the month, not on any single transaction. A payment can be large and still fall inside the exemption if your month-to-date total, including it, stays at or under ₹1 lakh.
I'm not sure if I can claim the input tax credit — what decides it?
You generally can if you're GST-registered and the sale this MDR relates to is a taxable supply, subject to the usual Section 16 conditions (a proper tax invoice from your bank/aggregator, the tax actually reaching the government, and it showing up matched in your GSTR-2B). You generally can't if you're unregistered, on the Composition Scheme, or dealing in exempt/nil-rated supplies.
Is this calculator using confirmed, final figures?
The MDR rates and thresholds are confirmed via NPCI's circular. The GST/ITC treatment follows from applying the existing 18% rate on payment-processing services to this new fee, based on official statements reported in the press rather than a dedicated notification as of this writing — the 57th GST Council met on 8 October 2026 and, per the Finance Minister, did not discuss MDR, so check your bank's own notice before the rollout.
